Step five:

Now Draw a #004C6F rectangle. This will be your first navigation tab.

Add the following layer styles: Gradient Overlay, Inner Shadow, Stroke.



Step six:

The icon on each side of the navigation was pixel drawn. Use a 1px pencil and trace out the pattern on the picture guide below.
