Step seven:

Create a new layer-set called circle details.

In a new layer, draw a black circle.

Add an Inner Glow and Stroke layer-styles.

Step eight:

Duplicate the circle three times and position it as you see on the picture guide.

Merge the circle details layer-set and move the layer on the layer panel behind the screen layer.
