Step nine:

Select the polygon tool and set the polygon options to this Settings.

In a new layer draw a #808080 polygon.

With the ellipse tool, draw a #D10000 circle, try not to make it too perfect.

Add the following layer styles: Drop Shadow, Inner Shadow, Satin, Gradient Overlay, Stroke.

In a new layer, draw a random sharp line for the third spike behind the bottom set of spikes.
