Step five:

Add your text using font Verdana, Regular, 24pt, Sharp and white color.

Set your brush to a 1px soft brush, foreground color to #808080.

Using the pen tool, draw random curvy lines all over your text.

Add the following layer styles: Pattern Overlay.
