Step one:

WIth the font tool, type in " on your keyboard using font Webdings, 48pt, Smooth and white color.

Add the following layer styles: Outer Glow, Stroke.



Step two:

In a new layer draw #808080 1px lines on the web logo.

Add the following layer styles: Pattern Overlay.
