Step three:

Select the circle layer then select the entire circle by going to Select > Load Select > Default.

Now deselect half of the circle, first select half of the circle using the pen tool. Once the paths are on the screen make it a selection, this should deselect half of the circle.

Create a new layer, fill selection with white.

Set the opacity level 40% or settings your happy with.
