Step three:

In a new layer, create another black circle, this time a little smaller than the last black circle.

Add the following layer styles: Inner Glow, Gradient Overlay.

Step four:

In a new layer, add a smaller #FFA108 circle on top.

Add the following layer styles: Inner Shadow, Inner Glow, Satin, Gradient Overlay, Stroke.
