Step one:

In a new layer, create a #FFB400 circle using ellipse tool.

Add the following layer styles: Inner Shadow, Inner Glow, Satin, Gradient Overlay, Stroke.

Step two:

In a new layer, add a smaller black circle on top.

Add the following layer styles: Gradient Overlay, Stroke.
