Step nine:

Go to Image > Adjustments > Desaturate. This will change the color of design to black and white.

In a new layer, fill it with #A1BCBC color ink.

Set layer's blending mode to color.

Merge all layers again so you end up with one layer with all the design elements attached.



Step ten:

Now duplicate the layer and go to Filter > Pixelate > Crystalized. Set Cell Size to 10.
