Step one:

Start with a new layer-set called Iconguy. Make a new layer and create a flat #5676EF circle using ellipse tool. Add a Gradient Over lay layer style.

Step two:

In a new layer, draw the face which is a flat #FF9933 circle facing up. Add a Bevel and Embosss layer style.

Step three:

Now add hair, draw a #000000 random shape on the tip of the orange circle . Add the same Bevel and Embosss layer style settings as step two.
