Step one:

Start with a black background canvas, size suggested, 800px x 40px .

Make a new layer-set, Background. Now make a marquee selection on your canvas as seen below.

Set your foreground color to #3B0200 and black background . In a new layer, apply a linear gradient using gradient tool on the marquee selection.



Step two:

Make a new layer and draw a 1px white line across your canvas on the very bottom tip of the gradient effect from step one.

Change layer's opacity level to 11%.
