Step one:

Create a new layer-set called Futuristic Navigation.

In a new layer, draw a #00E4FF rectangle. This will be the size of your navigation.

Add the following layer styles: Inner Shadow, Satin, Gradient Overlay, Stroke.

Step two:

Merge layer-set.

Duplicate the rectangle, flip it as seen on the picture guide.

Position the rectangle as seen on picture guide, Set layer's blending mode to color burn and opacity level to 47%.
