Step one:

Create a new layer-set called Futuristic logo v4.

In a new layer, draw a #00A8FF circle.

Again create a new layer, draw a smaller #0085CA circle.

Position the second circle on top of the first, make sure it's in the center. Merge both layers.

Add the following layer styles: Inner Glow, Satin, Gradient Overlay, Stroke.

Step two:

In a new layer draw a black circle, smaller than the first circle centered to the middle.

Add the following layer styles: Inner Shadow, Inner Glow, Satin, Color Overlay, Gradient Overlay, Stroke.
