Step one:

Start with a large white canvas. Make a new layer set titled "Blue Waters" Header with Navigation.

Choose the line tool and set the weight to 7px with anti-alaised checked.

In a new layer draw a 7px #009EBB line across your canvas (width: 600 x height: 7)

Add the following layer styles: Gradient Overlay.



Step two:

Choose the line tool again and set the weight to 3px with anti-alaised checked.

In a new layer draw a 3px #009EBB line across your canvas (width: 600 x height: 3)

Add the following layer styles: Gradient Overlay.
